The last time Carroll ISD called a bond election was in 2009, however, district officials are saying it is likely they will call for a bond election in May.

During the 2015-16 school year, the CISD administration worked with a Capital Needs Planning Committee made up of about 40 local citizens and school employees to identify capital improvement projects and possible new construction. Those particular projects are under review to be placed on the potential bond package for voter consideration.

At Monday's CISD board of trustees meeting, Bill Webb, a Capital Needs Planning Committee member, spoke during public comment about why he believes trustees should put a bond package before voters.

"The members of our committee had the opportunity to tour every campus and every physical plant in the district and we were also [able] to tour a lot of facilities in our neighboring districts," he said. "What we found was disturbing—it was disturbing to see how much work our facilities needed to be deemed adequate, not to mention being up to the Dragon standard. We all think because we live in Southlake that we have the best of everything, but I'm here to say that we don't."

Currently CISD officials are in the process of educating key stakeholders about the district's facility plans and anticipate two elections over the next decade. The first election is tentatively scheduled for 2017 and will likely address years 1-5 of the facility plan. The second election would not become necessary until sometime in years 6-10, according to officials.

In an effort to inform parents and members of the community about the potential bond election, the district is hosting three town hall meetings:

• Nov. 15- Rockenbaugh Elementary School's cafeteria, 301 Bryron Nelson Parkway, Southlake.

• Nov. 28-Carroll Senior High School's Student Activity Center, 1501 W. Southlake Blvd., Southlake.

• Dec. 1-Durham Intermediate School's cafeteria, 801 Shady Oaks Drive, Southlake.

The trustees would have to call the bond election by a vote in early February for a May election or in early August for a November election.

The district has launched a website, www.carrollbudget.com, to explain the bond process and school budget.
