The city of Colleyville's Water and Wastewater Committee on Tuesday presented to the council five recommendations pertaining to a new water and wastewater structure. This was the first reading of the proposed new rates. Here are the five recommendations: 1. The water rates for residential and nonresidential be established at: Base Rate for in-city customers: • $14.01 for a 1-foot or less meter • $28.01 for a 1-1.5-foot meter • $44.82 for a 2-foot meter • $84.04 for a 3-foot meter • $140.06 for a 4-foot meter The base rate for out-of-city customers would be $4 more than the rate for in-city customers for all meter sizes. The volumetric rate would be $4.17 per 1,000 gallons. 2. The wastewater base rates be established at: • Residential—$12.54 • Nonresidential—$18.54 The volumetric rate would be $2.31 per 1,000 gallons for residential and nonresidential. 3. Establish the following accounting policy: The utility fund charges the general fund for all municipal usage of water and wastewater. Currently the utility fund does not charge the city government departments for their water and wastewater usage. The government fund charges the utility fund for the value of indirect costs of support personnel provided by the general fund to the utility fund. 4. Review sources of funding for future capital improvement projects for the water and wastewater system and provide a long term funding policy. 5. Consider establishing a separate committee to review and recommend potential water conservation and best practice management options. The second reading on these recommendations is scheduled for Nov. 15. If approved by council, they would go into effect Dec. 1.
