According to a news release from Hays County, overnight rains Oct. 30 and 31 did not cause any additional flooding in the county. In San Marcos, 67 evacuees were housed in shelters. In Kyle, seven were housed at Lehman High School, and in Wimberley one evacuee was housed at Wimberley High School.
Douglas Wayne Philips, a 73 year old white male, was missing, but was found at 9:15 a.m. on Oct. 31, at the La Mexicana Store in north Hays County. Philips said he was unable to leave the store Friday evening because of the flooding. He was not injured.
One person was injured by a tornado that touched down early Oct. 30 in the Eagle Point subdivision in San Marcos, but the injuries were not life threatening.
Hays County is asking residents whose property was damaged during the storms and flooding that began Oct. 30 to report the damage as soon as they can safely assess it.
Flood damage within the unincorporated area of Hays County or any city besides San Marcos should be sent to
[email protected]. Reports of property damage in the city of San Marcos can be sent to
[email protected].
The damage reports should include the address of the damaged property, the property owner's name, the type of damage and the depth the water reached within the structure. Assessment teams, who will begin working Saturday Oct. 31, will use the reports to estimate the damage to public and private property throughout the county.
Those interested in assisting in the flood recovery efforts can send monetary donations to the Blanco River Regional Recovery Team (BR3T). According to a BR3T news release, the organization is not in need of material goods such as clothes or food at this time.
Checks or money orders should be made out to The Blanco River Regional Recovery Team, and sent to the Blanco River Regional Recovery Team, P.O. Box 685, San Marcos, TX, 78667. Donations can also be made in person at any Wells Fargo Bank branch. Donations should be designated at the teller’s window to the Blanco River Regional Recovery Team of San Marcos.

Update 9:50 a.m., Oct. 30
Two Bluebonnet Electric Cooperative substations have been knocked out due to the flooding. About 3,000 customers in Hays and Caldwell counties are without power as a result.
Update 9:33 a.m., Oct. 30
Hays CISD has announced that all students who are not yet on campus should stay home.
"All Hays CISD students not already at school should stay home for the remainder of the day," the district said in an email. "All students at school are safe in the buildings. We urge parents not to try to come to the schools to get their children at this time."
An update about dismissal of students is expected shortly.
Update 9:26 a.m., Oct. 30
Austin Community College has announced it has closed all campuses for the day due to severe weather. Those already on campus should remain there until it is safe to leave. All classes and activities are canceled for Oct. 30.
Update 9:16 a.m., Oct. 30
The city of Kyle and Hays CISD have set up shelters at the following locations for those affected by flooding and weather:
- Kyle City Hall, 100 W. Center St.
- Lehman High School, 1700 Lehman Road
- Kyle Elementary School, 500 Blanco St.,
- Kyle Fire Station No. 1, 210 W. Moore St., Kyle
- Kyle Fire Station No. 2, 150 Bunton Creek Road

According to the city of San Marcos, San Marcos CISD has cancelled all classes for the day.

Update: 8:52 a.m., Oct. 30
A new tornado warning has been issued for Travis, Hays and Caldwell counties through 9:15 a.m. The storm capable of producing a tornado was moving at 25 miles per hour, according to the National Oceanic and Atmospheric Administration.
8:46 a.m., Oct. 30
Heavy rains and inclement weather have forced Texas State University delay the opening of classes until noon. All Hays CISD schools have been delayed until 10 a.m. San Marcos CISD has not announced delays or closures yet, but an announcement is expected soon, officials said.
The San Marcos River has topped Aquarena Springs Drive, according to some reports.
A tornado touched down in Zorn around 7:45 and passed through south San Marcos before dissipating. According to San Marcos Police, San Marcos High School did not sustain any damage from the tornado.
Drivers are encouraged to "turn around, don't drown" at barricades and areas where water is moving rapidly over the road.
