The Montgomery County Commissioners Court recommended the Montgomery County Public Health District keep at least $3 million in its fund balance and use excess funds for the rest of this fiscal year and fiscal year 2023-24 following approval of a motion made by Precinct 3 Commissioner James Noack at a July 3 special meeting.
- The fund balance of the MCPHD is around $3.7 million, said Randy Johnson, Montgomery County Hospital District CEO, at the special meeting.

Last June, the MCHD, which manages the public health district, gave a 90-day termination notice of the management agreement, exceeding the 30-day notice required by contract, to the MCPHD, Community Impact previously reported. At a joint meeting of the MCHD and MCPHD board, the MCHD agreed to an extension of the interlocal management agreement with the complete transition and/or termination on or before Sept. 30.
According to a presentation given at the July 26, 2022, meeting, a federal waiver granted to the hospital district in 2010 sustained the funds for public health services through 2022, Community Impact previously reported. Without the waiver and with an inability to use public tax money, the district needed to hand over management to a new entity.
During the July 3 special meeting, both Montgomery County Commissioners Court and Johnson expressed interest in having the MCHD continue to oversee the public health district as long as a funding plan is established.

“I think what our board wants is to know [is], do we have a consistent deal to take care of the lease and the management of public health district for some period of time, and then what is that,” Johnson said at the special meeting.
