Big decisions made in 2015

Bond package approval

Commissioners Court approved four separate bond proposals totaling $848 million. The bond referendums included $700 million for mobility projects, $60 million for parks and trails, $24 million for a new animal shelter and $64 million for Harris County Flood Control District projects.

Toll road completion

The county completed the first leg of the Tomball Tollway—from south of Spring Cypress Road to north of FM 2920—in April.

Law enforcement initiatives

The county appointed a new sheriff, Ron Hickman, who has agreed to allow the county jail to be managed by a jail administrator. Commissioners have also made progress on a new joint inmate processing center with the city of Houston.

Top issues for 2016

System demand

Despite the passage of bonds in 2015, demand for countywide systems will continue to increase as the population grows. The influx of new residents strains roads, parks, law enforcement, health care and other services.

Changing economy

As oil and gas prices continue to decline, the regional economy is expected to be affected. General fund revenue for the county has increased for several years in a row, but economic challenges could affect that funding and require changes to the county budget.

City and county relations

The new mayor of the city of Houston could push for other opportunities for more collaboration between the city and county in other areas such as parks, libraries and health care.

Terms and pay

Commissioners and the county judge serve rotating four-year terms. The county judge receives $173,800 per year while commissioners earn $165,900 per year.
