Two businesses have received city approval to open locations in Celina.

Celina City Council members approved permits to allow the businesses—a Murphy USA gas station and a Mavis Tires & Brakes—to come to the city during a Feb. 11 meeting.

The two items passed with a 6-0 vote and a 5-1 vote, respectively. Council member Wendie Wigginton was the sole vote against the Mavis Tires & Brakes request.

The request to bring a Murphy USA gas station to Celina passed unanimously after some discussion on the property itself, which included details on the proposed detention pond and how to limit traffic buildup as cars enter and exit the gas station.

“The market demand for additional gas stations is high,” Celina Development Services Director Dusty McAfee said.


Both of the businesses will move into sites located along major Celina arterial roads. The Mavis Tires & Brakes property is located near Preston Road and Frontier Parkway while the Murphy USA property is near the Glendenning Parkway and Preston Road intersection.



Information when the two businesses would open was not included in the meeting documents.

The land where the two businesses are located is zoned to allow commercial uses but both are required to receive council approval through a special use permit before being built in Celina.

The Mavis Tires & Brakes property is governed by a different development agreement that requires additional approval for minor auto repair shops and gas stations must receive approval regardless of location.

Minor auto repair businesses are defined as a daytime retail operation where the sale, installation and inspection of tires, batteries, brakes, and other related minor parts or accessories is done. The definition excludes major automotive repair stores, such as body shops or collision repair centers, which may require overnight outdoor storage of vehicles awaiting or undergoing repair.

Minor auto repair is an umbrella category, McAfee said. Mavis Tires & Brakes is primarily a tire store but also sells brakes, performs oil changes, can perform state inspections and conduct other minor repair services.
