A builder is expected to construct more than 20 townhomes on undeveloped land along Enterprise Drive and Park Boulevard in Plano.

Plano City Council approved a rezoning request to create a planned development overlay at the site during its Feb. 26 meeting. Builder P Custom Homes plans to construct 25 townhomes, similar to one of its other developments, Westport Lakeview Villas, which is near Lake Lewisville in The Colony, owner Warren Packer said.

The overview

The site will be developed with luxury townhomes that include several features, according to city documents. Those include:
  • Two-car garages
  • Rooftop deck areas
  • A shared kitchen and living room space
  • Up to three bedrooms
The townhomes will have a price point between $800,000 and $1.3 million, Packer said, with each unit having its own elevator built in.

“We’ve sold 50 of these [units] over the past four years,” Packer said. “The product that we want to build here is the same product.”


Per city documents, there are plans to include at least 1.5 acres of open space in addition to a proposed connection to the nearby Chisholm Trail.

The context

Packer and his company have been working with city staff to create a viable plan for the 5-acre site that is near the Chisholm Place Apartments. An initial proposal for 26 townhomes was rejected by the planning and zoning commission in January citing property setbacks, building length and fencing as concerns.

The commission recommended approval of the applicant’s new 25-unit plan during its Feb. 5 meeting.
