The city of McKinney’s Planning Department has a new director in Lucas Raley, who is expected to start his new position in August, city officials confirmed.

McKinney Planning Manager Caitlyn Strickland announced the hiring during an Aug. 12 Planning and Zoning Commission meeting. In an email to city staff, Development Services Executive Director Michael Quint announced Raley’s first day would be Aug. 19.

Raley is coming to McKinney after serving as director of Planning and Development for the city of Canyon, Texas. He’s served in that role since 2022 and oversaw updates to the city’s zoning and subdivision ordinances.

“These amendments have been important in eliminating regulatory bottlenecks and improving relationships with the development community,” Quint said. “He has also played a role in creating a housing rehabilitation program and securing funds to develop a street safety action plan.”


Raley holds a bachelor’s degree in urban and regional studies and a master’s degree in city and regional planning from Cornell University, Quint said. He is a certified planner through the American Planning Association, a Certified Floodplain Manager and accredited by the Congress for New Urbanism.

His last day at the city of Canyon was Aug. 5, a city spokesperson confirmed in an email.

Raley is stepping into the role after Assistant City Manager Jennifer Arnold was promoted earlier this year. Planning Manager Hayley Angel has served as interim director while the city conducted a nationwide search to fill the role.
