Phase 2 funding of intersection improvements with the Green Ribbon Project, which will happen on SH 114 and W. Dove Road in Southlake, was approved by City Council during a Dec. 3 meeting.

Southlake City Council approved an advance funding agreement with Texas Department of Transportation in an amount not to exceed $524,980, according to city documents.

Within this agreement, TxDOT is responsible for all construction costs and the city is responsible for the $76,000 in design, engineering and environmental costs plus any overruns.

The Green Ribbon Project is a TxDOT reimbursable grant program dedicated to improving visual appearance of highway corridors by adding native and adaptive plants and irrigation, according to city documents.


The Southlake project will add decomposed granite, river rock and mulch along 1,000 linear feet on W. Dove Road.

Phase 2 is part of a larger overall project along intersections on SH 114, including Dove Road, White Chapel Avenue, North Carroll Avenue and Kimball Avenue. Phase 1 is underway on the south side of SH 114 and W. Dove Road and should be completed this spring, according to city documents.

The city received an additional $400,000 in the spring of 2024 to start Phase 2, which is on the north side of the intersection, in fiscal year 2024-25. According to city documents, the city plans to award a contract in May and work could start in June.


The funding for the design work, which will be done by Kimley Horn, is part of the Capital Improvement Program, according to city documents.
