Fransen Pittman Construction was awarded the contract for a Grapevine water and wastewater plant building improvements project.

The Colorado-based company with a Southlake location was awarded a guaranteed maximum price contract for $20.75 million for the construction at the Sept. 16 meeting.

The details

The project includes two new administration buildings, one located at the water treatment plant and another at the wastewater treatment plant. The proposed project also includes new maintenance facilities at both sites.
Construction is scheduled to start in October and is expected to be completed within 18 months, according to city documents. Grapevine council approved the bonds for the work in April 2024, according to previous reporting.

The wastewater building is at 602 Shady Brook Drive, while the water treatment plant is at 2600 Fairway Drive.


The background

According to city documents, Fransen Pittman has completed the Grapevine City Hall remodel and is currently managing construction for the Grapevine Golf Course renovation, which involves building an event center.

What else?

The cost of water and wastewater will also increase, in part due to the construction costs of system improvements and existing operating expenses, according to city documents. The new proposed rate supports $30 million in bonds needed for system improvements.


The proposed water rate will go from $5.02 per 1,000 gallons to $6.68 per 1,000 gallons, and the sewer rate will increase from $4.76 per 1,000 gallons to $6.27 per 1,000 gallons.

According to city documents, this is the first utility rate adjustment in 10 years.

During the meeting, council members also approved a second amendment to the architectural and engineering contract for renovations and new construction associated with that project.


The Freese and Nichols Inc. contract added $129,000 for construction phase services for the duration of the project. The original contract was $2.1 million and is now at $2.59 million with two amendments.
