Southlake City Council ratified $235,000 in construction contingency costs for the Southlake Pickleball Complex project.

The details

City staff has issued seven contract change orders totaling $128,503.55 for tasks outside of the contractor's original scope of work, according to the Nov. 7 agenda item.

The tasks addressed construction contingencies, such as:
  • Unanticipated utility relocation and infrastructure work
  • Additional site elements to meet code requirements
  • Design modifications to accommodate revised IT operational needs
The backstory

Pickleball was ranked as the primary priority for a new park amenity in a survey gathered in the Parks, Recreation & Open Space Master Plan.


Council approved site plans for the pickleball complex at Bicentennial Park in 2022 and went on to approve a $3.66 million construction bid with North Rock Construction earlier this year. The award covered the project proposal amount of $3.66 million and $1,416 for construction contingencies.

The timeline

Construction began in April. The project’s scope includes:
  • Construction of nine pickleball courts
  • Fencing
  • Shade structures
  • Staff office
  • Pavilion
  • Landscaping
  • Trail connectivity
The project’s completion date was slated for late fall but could be as late as February, city officials said.

The project’s total budget is $4.5 million.

An increase of $235,000 to the not-to-exceed contract award will provide a 6.5% construction contingency, which can cover the change orders issued as well as any potential contingencies that may arise during the remainder of the project.
