In just over a year, Hays County will no longer be able to use the San Marcos Regional Animal Shelter beginning October 2026.

The decision comes after San Marcos City Council members and Hays County Commissioners Court members both voted to approve a new agreement outlining termination of services, as well as additional contract changes.

The details

A previous agreement between the two entities outlined termination by Sept. 30, 2026, but the new one includes changes such as:
  • Inclusions for volunteers to assist with Hays County’s contract responsibilities
  • Animal drop-off provisions
  • Budget of $80,000 for spay and neuter services
The new agreement also emphasizes that there will be “no further extensions" to it.

General Counsel Jordan Powell said, “Some aspects we wish would be different, but it is a San Marcos facility.”


She said the county is also dedicated to maintaining a good relationship with the city.

The background

The San Marcos Regional Animal Shelter has been facing issues with overcapacity, as previously reported by Community Impact.

The shelter has been operating as the only intake shelter for all Hays County municipalities.


With expanded county growth, San Marcos city officials have been working to phase out countywide services, including agreements with Buda and Kyle, and instead have services restricted to the city of San Marcos only.

What’s next?

Hays County officials are working on new plans for a new pet resource center after court members voted to discontinue partnership with Austin Pets Alive!, an organization that was assisting with creation of a physical PRC.

During the Commissioners Court meeting, Commissioner Debbie Ingalsbe said she would provide an update to PRC efforts during executive session.


There are currently no updates “fit for public announcement,” following executive session, Hays County Communications Manager Natalie Frels said.
