Hutto's capital improvement plan addresses the city's current and future infrastructure needs. The 2024-2028 CIP encapsulates projects across transportation, water, wastewater, parks and recreation, drainage, and municipal facilities.
Rector presents the progress on these projects to City Council multiple times a year.
About the projects
A road project to construct turn lanes and improve the signals at FM 1660 and Limmer Loop will wrap up this month, Rector said. Although the project began at the end of 2023, one utility conflict with a telecom company remains, which city staff is "trying to get resolved."
The total project cost estimate sits at $7.8 million.
Another FM 1660 project will construct turn lanes and improve signals at its intersection with Hwy. 79. Revisions to the design plan from the Texas Department of Transportation caused delays, Rector said.
“The project is still moving, it’s just moving at a snail’s pace,” Rector said. “I had hoped that we would be much further along on this one than we are.”
Design plans for the project are 95% complete, but an estimated time frame for the bid and construction start are still to be determined. The estimated cost for the project is $4.1 million.
Another intersection improvement project along FM 1660 and CR 137 is at 90% design, with the city reviewing comments from TxDOT.
"We are working on the right of way agreements," Rector said. "We are working on our utility coordination. We are working on all that now, while we wrap up design ... to avoid some of the other issues that we've been seeing."
After design wraps up for the project, the city hopes to put it out to bid by the second quarter of 2026, Rector said.
The project total comes out to an estimated $19.8 million.
