About the project
The $19.7 million project aims to reduce flooding from Little Walnut Creek for houses and roads located between Metric Boulevard and Rutland Drive.
The work includes installing concrete box culverts, which are pipes that run under the road to collect floodwater, and creating new inlets to allow water to enter the box culverts. Mearns Meadow Boulevard will also be repaved and reconstructed.
Other work includes improvements at:
- Mearns Meadow Detention Pond
- Quail Creek Park and trails
- Water and wastewater lines
According to CDS officials, Phase 3 includes the following ongoing construction between Mountain Quail Road and Quail Valley Boulevard and along Mearns Meadow Boulevard:
- Installation of box culverts and curb inlets
- Installation of wastewater lines and connecting services
- Restoration and landscaping of stormwater regulating structures
What residents should know

Work hours are from 7 a.m.-7 p.m. Monday-Friday, with construction crew and trucks arriving at 6:30 a.m., and 8 a.m.-7 p.m. on Saturdays. Noise, dust and vibration is expected during construction.
Looking ahead
Phase 3 is expected to be completed by mid-2025. The final phase of the project, Phase 4, is expected to begin in mid-2025 and be completed by early 2026, and will include similar work between Quail Valley Drive and Boyer Boulevard.
