An Austin real estate developer is partnering with the State of Texas to propose a 922-acre project along the east side of I-35 from Yarrington Road to the Blanco River.

Plans for Whisper Texas include mostly commercial, residential and multifamily uses.

On June 4, City Council members formed a subcommittee to consider a request by developer Robert W. McDonald III and the State of Texas, which owns more than 500 acres of the proposed development, to create a public improvement district, or PID, on the property.

Under terms of the request, the PID would be jointly managed by the developers and the city, and it would issue $18 million in bonds to assist with costs for the project's utilities and roadways. The bond debt would be repaid by a new assessment collected on future property owners. The city did not set a schedule for responding to the request.
