Doug Allen, executive vice president and chief development officer for Capital Metro, resigned July 10, Capital Metro spokeswoman Misty Whited said. His resignation is effective immediately.

"It was a mutually agreed upon decision, and he left to pursue other opportunities," she said.

Todd Hemingson, vice president of strategic planning and development, will step in as project manager and technical lead for Project Connect, a partnership between Capital Metro, the City of Austin and the Lone Star Rail District to improve transit and mobility in Central Texas.

Allen started at Capital Metro in March 2008 and stepped in as interim president and CEO when Fred Gilliam retired in October 2009. Linda Watson assumed the role of CEO in August 2010. Allen helped oversee the rollout of the Capital Metro Red Line as well as development of MetroRapid, the agency's bus rapid-transit service, which will be operational in 2014.

Prior to Capital Metro, Allen worked at Dallas Area Rapid Transit and aided in the development of the DART light rail system. He began his career at the North Central Texas Council of Governments in 1978.
