A number of citywide projects are proposed, in the design phase or under construction in Georgetown, including the Light & Water Works Plaza, the downtown parking garage and a Customer Service Center.

At a May 13 City Council workshop, Georgetown Capital Improvement Plan Manager Jennifer Bettiol discussed several projects as part of the city’s five-year facilities road map. According to Bettiol’s presentation, there are more than $105 million budgeted projects either under construction or breaking ground soon.

Under construction

Light & Water Works Plaza

The Light & Water Works Plaza is part of the City Center Master Plan, and looks to provide an outdoor event and gathering space between the Georgetown Public Library and Light & Water Works building. Phase 1A started construction in January, Community Impact previously reported.


Although the project was previously projected to wrap up in July, the projected completion date now is late fall. Bettiol said the delay is due to an unmarked Atmos Energy line in the area.

According to the city's ClearGov website, the Light & Water Works Plaza is being funded by the downtown Tax Increment Reinvestment Zone and a certificate of obligation bond—or a bond that does not require voter approval.

Downtown parking garage

Georgetown’s first parking garage is set to reach completion in late fall, Bettiol said. City officials held a groundbreaking for the project in March 2024 and a topping out ceremony—or an event celebrating the uppermost deck of the garage being poured—in April.


The project is funded by a 2019 certificate of obligation bond, the American Rescue Plan Act and the TIRZ, according to city documents. Upon completion, the garage will provide 315 parking spaces and house the Downtown & Tourism offices.

Airport Maintenance Facility

A new maintenance storage facility for workers and equipment is planned at the Georgetown Municipal Airport, Bettiol said. The project will be funded by 2018 and 2021 certificate of obligation bonds.

“We are starting to see the light for turning dirt,” Bettiol said. “This has been on our books for a while.”

Construction is anticipated to start in June, Bettiol said in an email to Community Impact.

Fire Logistics Building

The future Fire Logistics Building will offer indoor training space and meet new Texas Commission on Fire Protection requirements to reduce the use of contaminated gear, Bettiol said.

“This is going to centralize the distribution area for all the departments, as well as help to prepare equipment to place in service,” Bettiol said.

The project is being designed, and funding will come from a 2022 certificate of obligation bond. According to ClearGov, construction is expected to start in September.

Georgetown YMCA


Georgetown officials are working with the YMCA to construct the city’s first YMCA athletic facility. Located near 6200 Williams Drive, the roughly 55,000-square-foot project is in design. Funding will come from a 2023 voter-approved bond, Bettiol said.
  • Timeline: construction starts January 2026, expected completion spring 2027
  • Budget: $10 million (city contribution)
Customer Service Center

The Customer Service Center will be located near the intersection of Leander Road and Industrial Avenue, according to ClearGov.

“This is a really exciting project because it [brings] together several departments that work together day in and day out to serve our community,” Bettiol said. “In bringing them together, it actually improves the efficiency as well as the collaboration.”

The building will centralize close to a dozen city departments, including Customer Care, Human Resources and the Planning Department, according to city documents. The project is in design and funding will come from a 2023 voter-approved bond, Bettiol said.

Fire Station No. 1 renovation

Georgetown Fire Station No. 1 will undergo renovations to expand its apparatus bay and living quarters, Community Impact previously reported. The building will also be reconfigured to face FM 1460 to improve response times, Bettiol said.

“This is one of our biggest fire stations,” Bettiol said. “We’ve needed to increase the occupancy for this.”

The station is located at 301 Industrial Ave. and renovations will be funded through multiyear capital bonds, according to city documents. The design is in site development review and water plans are being reviewed by the Texas Commission on Environmental Quality, Bettiol said. The project is anticipated to reach completion in February 2027, Bettiol said in an email to Community Impact.

Bettiol also discussed a dozen additional proposed CIP projects, including:
  • A $15 million Williamson County Regional Animal Shelter expansion
  • A $49 million Georgetown Recreation Center renovation and expansion
  • A Georgetown Public Library “refresh”
  • Parks & Recreation facility renovations
  • Additional phases of the Light & Water Works Plaza
  • A Georgetown Fleet Service Center renovation
  • Future Fire Stations No. 8 and No. 9
