NB Housing Partners, a nonprofit organization that works to create affordable housing opportunities for individuals in New Braunfels, is looking to open a transitional housing community for adults preparing to pay market-rate rent in the city.

About the project

The development—named Pathways Village—would be located off Churchill Drive and Loop 337 in New Braunfels. Pathways Village is designed to provide short-term housing, but NB Housing Partners is also planning to offer long-term housing on the property for individuals making 80% or less of the average median income, said Kellie Stallings, executive director of NB Housing Partners.

Stallings said Pathways Village is meant to be a supportive community environment, which is why they have added the word 'village' to the name. The community will have 50 units with one- to two-bedroom options to serve between 50 and 55 people.

Stallings said they purchased the 3-acre property in 2023. In 2024, NB Housing Partners did some minor renovations to the property's existing three-bedroom home. In March, the nonprofit began offering transitional housing for adults who are ending their homelessness and need more time to financially prepare to enter the market-rate rent. NB Housing Partners works with individuals to budget and form a housing plan to ensure they will be able to transition to pay the local market rent. Meanwhile, adults living in the home pay 30% of their income to the nonprofit, which offsets maintenance and utilities costs.

Stallings also said they help individuals who may be addressing past evictions and other barriers to renting.

"Some of them may be waiting for a bed in public housing," she said.

The impact


Stallings said housing insecurity is a community issue.

"Homelessness is a community problem, which happens when a city grows rapidly but housing doesn't grow at the same pace for every income level," she said. "Employers start having a hard time finding the workforce because individuals can't afford to live here, and may not be able to even afford the transportation to come here from San Marcos or Seguin or some place else that's a little bit more affordable."

What's next?

Stallings said the project is a massive expense and that it will take several years to raise the money for it. NB Housing Partners hopes to begin construction for Pathways Village in 2027.
