During an Aug. 12 meeting, Fort Worth City Council accepted its yearly grant from the Texas Department of Transportation for routine maintenance, or to fund small capital improvement projects, at Perot Field Fort Worth Alliance Airport.
The grant requires a 10% match up to $111,112.
What happened?
The Aviation Advisory Board voted July 17 to recommend that City Council approve the application for this grant, which council members did at the Aug. 12 meeting.
Alliance Air/Aviation Services, Inc. is responsible for the cost of all repairs, rebuilding and maintenance of the airport. The match provided by Alliance Air Services, Inc. under this grant is for the purpose of routine maintenance, according to city documents.
Allowable expenses under the Routine Airport Maintenance Program Grant include, but are not limited to:
- Pavement crack sealing
- Pavement markings
- Drainage replacement or maintenance
- Replacement bulbs/lamps for airside lighting fixtures and security fencing

Council members also approved an amendment to a facilities lease with AVX Aircraft Company, located at the Alliance Fort Worth Maintenance Facility.
AVX will lease 4,320 square feet of space at 2008 Eagle Parkway, Building 3, which will expire Feb. 26, 2028. At the end of the lease, there will be three three-year renewal periods, according to city documents.
The company was founded in 2005 and started with creating smaller helicopters. It now focuses on unmanned aircraft systems, according to its website.
AVX established its headquarters in North Texas in October 2024, advancing the aviation industry’s footprint in the AllianceTexas development, according to previous reporting.
Also on the agenda
WhenWeLove, a nonprofit organization serving youth, single-parent families and veterans experiencing and recovering from homelessness, was awarded a contract for cold-weather sheltering operations.
The initial contract is $200,000 with three annual renewals for the same amount, according to city documents.
To prevent cold-weather-related deaths among the unsheltered homeless population, the city funds cold-weather overflow sheltering operations, according to city documents.
Cold-weather overflow sheltering operations are on standby when the weather is predicted to meet one of the following conditions for three consecutive overnight hours:
- Temperature below 40 degrees in wet conditions
- Temperature below 35 degrees in dry conditions
- Wind chill of 32 degrees
WhenWeLove will provide staffing for at least 200 cold weather emergency overflow beds, will oversee an intake process and will coordinate with Trinity Metro to take clients to the overflow shelter.
In other news
Council approved a conditional-use permit for a wood recycling and composting facility at 13001 Old Denton Road in District 10.
The Organic Recycler has been in business since Nov. 20, 2023, at the location, according to previous reporting. City documents state the land was not zoned for that use and a code violation was given in April 2025.
Bulk and retail sale of topsoil products has been allowed with the current zoning, but wood recycling and brush composting are only permitted through a conditional-use permit.
The Zoning Commission recommended a conditional-use permit for three years, according to city documents.
