The Woodlands Township board of directors heard an update regarding resident concerns surrounding a new development by real estate development company Howard Hughes in Riva Row during the Nov. 29 meeting.

Chris Nunes, chief operations officer for The Woodlands Township, spoke to the board regarding resident complaints about dust pollution and noise issues at 1 Riva Row in The Woodlands.

Development on the 3.57-acre luxury multifamily housing complex started in August, with an expected completion in 2025.

According to residents who spoke at previous township meetings, the development interrupted quality of life for residents in the construction zone with the sound of construction and associated dust.

“It doesn't mean that this board doesn't care about their concerns. It's just a matter of what we have the ability to impact with the lack of regulatory ability of commercial development in this area specifically,” Nunes said. “The guidance for the development of these parcels; not only commercial development that is out there but also initial residential development, is addressed through the Community Standards Committee. Not The Woodlands Township or the [Development Standard Committee].”

“While we can't necessarily stop the project, we are sympathetic to what you're dealing with,” board member Kyle Watson said. “I look through these photographs. I wouldn't want that out my front or back door. I did speak to the head of Howard Hughes about this and a letter went out today. We have their ear; we have their attention.”

The Woodlands Township board sent a letter to Howard Hughes regarding resident concerns. Nunes said the township will not have any real input into the development until after the development is complete.
