Houston City Council members passed an amendment at a Jan. 11 meeting for the city's code of ordinances to eliminate late fees on items customers return to the Houston Public Library after the due date.

The agenda item—suggested by Houston Public Libraries—cited increases in library uses, visitors and the number of books returned among reasons for the change. HPL also cited studies that have shown late fees can have adverse effects, such as deterring library use, especially in low-income communities.

By passing this amendment, HPL joins other public libraries across the country in becoming fine-free.
