In his decades living in Harris County, resident Steve Williams had never seen anything like Hurricane Harvey.

“We got 2 feet of water in our house in 15 minutes,” Williams said. “Something is terribly wrong with that.”

Williams was among hundreds who showed up to the Harris County Flood Control District’s Clear Creek Watershed meeting Tuesday. It was one of 23 meetings the district is holding in Harris County’s 23 watersheds to hear public feedback on planned flood-prevention projects that would be funded by the upcoming $2.5 billion bond election.

According to the district, about $92 million of local money would be put into Clear Creek Watershed projects if the bond passes. Much of the money is slated to help fund federal projects.

Officials recently announced the county secured $4.5 billion to fully fund federal flood-prevention projects, but the district is not sure how much money the county will have to chip in, said Gary Zika, district federal projects manager.

The biggest project planned for the watershed is more than $200 million worth of improvements to the Clear Creek channel, $70 million of which would be funded by the county. It is a project the Army Corps of Engineers has had on the books for decades, officials have said.

As it stands, Williams does not support the bond. There are not any projects downstream that would help get water out of the watershed and into Galveston Bay, so Williams’ neighborhood and beyond will continue to flood, he said.

“So far, what I’ve seen doesn’t impress me,” Williams said.

Pat Klinkerman lives near the north border of the watershed. Her home did not flood during Harvey, but she supports the bond to help alleviate flooding in her neighborhood, she said.

William Foster lives farther north in the Sims Bayou Watershed. He does not support the bond election because money would go to projects that would help other areas but not his own, he said.
