Puppy yoga, bird sanctuary visits and educational zoo programs—all animal related activities that would allow West University Place pets on parks, playgrounds and park facilities—are one step closer to being approved at city events after City Council looks to adopt a parks and recreation ordinance amendment.
West University Place City Council approved the motion unanimously on its first reading April 14. However, ordinance changes in West U require two readings with City Council, among other requirements before an ordinance can take effect, according to Texas’ local government code.
Council member Shannon Carroll said the decision was a great idea for pet owners.
“I think we have a lot of residents who consider their puppies and their pets to be like their kids, and this gives them an opportunity to bring them out and feel like they are part of the community,” Carroll said.
How we got here
Adding certain exceptions to the animals in park rules comes after months of discussion between parks and recreation staff and board members. The members discussed allowing animals in the city’s parks for educational and recreational programming, according to agenda documents.
If amended, Parks and Recreation Director Susan White said all pet-related activities would follow safety standards with staff, the city’s animal control department and police department to establish proper protocols.
“We would have signage both in the brochure and also on the event side saying there’s pets and animals in the area,” White said.
The ordinance’s proposed language states:
“Animals will be allowed to accompany a person during a city-sponsored, parks and recreation directory designated event, but only at the location and for the time of the event. The type of animal allowed will be indicated as part of the event.”
