The overview
At the board of trustees’ Dec. 9 workshop, a potential $214 million bond with a $0.042 tax rate increase per $100 home valuation was discussed with the following projects:
- Rebuilding Seabrook Intermediate, which was built in 1967
- Rebuilding Armand Bayou Elementary, which was built in 1974
- Rebuilding Greene Elementary, which was built in 1976
- Acquiring land on the west side of the district for a potential intermediate school
- Bus replacements
- Secondary school restroom safety
- Reimbursement resolution for the Clear Lake High School culinary arts program expansion
Paul Miller, CCISD’s assistant superintendent of support services, said the 2023 bond program included $18 million in priority repairs and replacements for the three campuses.
“We scheduled those later in the program to ensure we could have further decisions on the phases in those major renovations,” Miller said at the meeting. “That could carry us through for those three schools through 2028.”
Along with priority repairs, CCISD will monitor the ongoing legislative session, Engle said at the meeting.
Looking back
The district had the following timeline in regard to the 2023 bond and the potential 2025 bond, which will not be considered:
- June 2023: Facility Advisory Committee recommends for $302 million bond
- August 2023: Officials defer major projects deferred to future bond programs
- November 2023: $302 million bond and voter-approved tax rate election passes
- August and November: Board holds work sessions to discuss current and future bond programs
Engle said once more information is gathered from the legislature, the district will convene in a planning team this summer.
Engle said the district went a similar route in summer 2023 when they proposed the VATRE, as they realized the legislature was not going to increase the basic allotment.
“We had to regroup and call for the VATRE, which was not on the agenda ... and go back ... and readjust that bond recommendation,” Engle said. “So we're kind of at that stage again. We've seen this before, where we need to step back because of external factors and stop and consider.”
