Richardson is expected to add a five-story apartment complex in the southern part of the city by early 2026.

A special permit to approve the apartment complex, which will be located at 1001 S. Sherman St., was unanimously approved by Richardson City Council during an April 24 meeting.

“It means a lot, actually, for that area,” property owner and developer Sammy Jibrin said. “We’re actually way overdue to be developed, so I’m very excited to see the project approved.”

Jibrin said it will take seven to eight months to finalize plans before site work can begin. With construction expected to last a little over a year, he said the apartment complex is projected to be open in late 2025 or early 2026.

According to city officials, the apartment complex will have 215 units, including 182 one-bedroom apartments and 33 two-bedroom apartments.


As part of the special permit, the complex will include a four-level parking garage with 254 parking spaces, accommodating at least one space for each bedroom. Jibrin said the site will include pedestrian bridges to connect the garage to the west side of the complex.

One goal of the project is to allow for easy travel alongside the complex. The left-turn lane on northbound Sherman Street, south of the Spring Valley Road intersection, will be extended to better yield for traffic into the apartment complex. In addition, city officials are hoping to use Dallas Area Rapid Transit for travel, with the proposed development located 0.25 miles south of the Spring Valley DART station.

Private features part of the complex include a pool courtyard, a barbecue grill area, a fire pit and an amenity center, according to city officials.
