The draft plan is one of the final phases for implementing the city’s updated comprehensive plan, which began in early 2023.
The overview
Individuals will have the opportunity to participate in public hearings in late October and November, which will be the final round of public engagement during the revision process. Feedback is also available through an online survey, according to the Envision Richardson website.
Per the news release, the updated comprehensive plan is expected to provide city officials with goals, policies and objectives for development and redevelopment efforts over the next 20-25 years. The document is typically updated every 10-15 years, with the most recent revision taking place in 2009.
During the most recent council briefing in August, consultants working on the project informed council members about efforts to incorporate missing middle housing options, such as duplexes and townhomes, along with five identified reinvestment areas that could be the subject of future studies.
The impact
The comprehensive plan does not create binding zoning districts; instead, it is meant to inform the types of development and redevelopment proposed within different areas of Richardson.
Within the reinvestment areas, consultants previously stated that further studies will be needed to identify goals and the necessary policies to reach them.
According to the draft plan, the five reinvestment areas include:
- Areas along the intersection of North Plano Road and East Belt Line Road
- Areas along East Belt Line Road near the intersection with Bowser Road
- A corridor along West Campbell Road between Floyd Road and Custer Road
- A corridor along West Arapaho Road between US 75 and Newberry Drive
- A corridor along West Spring Valley Road between US 75 and Weatherred Drive
Richardson City Council and the Richardson City Plan Commission are expected to host a public hearing during a joint work session Oct. 21. The commission will hold a separate public hearing Oct. 29, per the Envision Richardson website.
Council is expected to adopt the final version of the updated comprehensive plan by the end of the year.
