A cosmetic manufacturer may soon be heading to Richardson after the Richardson City Plan Commission recommended approval of a special permit request.

The case for Naturich Labs—which is requesting an industrial building with over 125,000 square feet of space at 3200 Research Drive—was heard during the Oct. 17 meeting.

The gist

If approved, Naturich’s facility would manufacture various cosmetic products using raw materials, such as sea salt, aloe and essential oils, which necessitates a special permit, according to city documents. Naturich Labs President Prakash Purohit said all materials brought into the lab for use in cosmetic products are in a liquid or powder form.

In addition to the manufacturing space, the submitted site plan includes an area reserved for warehouse and office uses. Senior Planner Derica Peters said the company would construct screening in the form of a concrete wall and planted vegetation to obscure the view of its loading areas.

Per city documents, a second phase of facility expansion for more warehouse and office space is possible and would not require another hearing unless more manufacturing was added.

Dig deeper

Zoning for the property was initially approved in 2019 before an amendment to the planned development zoning for Naturich in 2021. In both cases, the special permit expired because a building permit was not acquired within six months of approval, and no extension was requested or granted.

Prahorit said initial plans for the facility were never realized because of inflated building material prices at the time.

What else?

The case heads to Richardson City Council for final approval and a public hearing. The case is not expected to be considered until Nov. 13 at the earliest.
