A District of Innovation designation allows districts to circumvent certain Texas Education Code requirements that would inhibit growth. To align with recent legislative changes, staff are proposing updates to the District of Innovation plan, including,
- Removing disciplinary action regarding vaping in alignment with new legislation
- Ensuring the flexibility with certification requirements will not extend to core content teachers
- Flexibility on the school depository contract to allow RISD to address customer service issues with its depository bank that directly impact the district’s employees and operational efficiency
During the 84th legislative session, lawmakers passed House Bill 1842, which allowed school districts to become Districts of Innovation and gave them some of the flexibility found in Texas open-enrollment charter schools.
