The council awarded a design contract to Cobb Fendley in August 2023 to design Parvin as a four-lane concrete road from FM 1385 to Dallas Parkway.

Cobb Fendley completed 30% of the design and has now identified the right-of-way needed to construct the road. Some 20 parcels from several property owners will have to be acquired for the project.

The design contract amendment will allow Cobb Fendley to provide these services to Celina and the town of Prosper.
This project is being paid for through Celina bond funds and Denton County.

Cobb Fendley will provide ongoing relocation assistance to people displaced by the right-of-way acquisition. Each person or entity subject to displacement will be interviewed to determine the relocation services they need.
