Before joining CISD, Kelly served as the associate superintendent of learning and leading in Fort Worth ISD, according to a district news release. She will lead the expansion of the human resources department’s support for district staff as CISD undergoes significant growth.
"Her experience as an educational leader in districts of excellence and her personal understanding of our Celina community position her as an invaluable asset to our district,” Superintendent Thomas Maglisceau said in the release. “We look forward to the innovative contributions she will bring as we continue to strive for excellence in serving our students, staff, parents and community."
Career history
Kelly previously served in several roles in Gunter ISD, including chief academic officer and director of technology. She also worked in Allen ISD as the coordinator of innovation and learning, and the STEAM Center K-8 coordinator.
Kelly holds a master’s degree in education administration from Lamar University and bachelor’s degree from the University of North Texas. She is seeking a Ph.D. in curriculum and instruction from Texas A&M University.
"My extensive experience, from classroom teaching to administrative leadership, has provided me with a deep understanding of educational dynamics,” Kelly said in the release. “I am honored to serve in this role and believe my talents and skills can bolster the recruitment and retention of exceptional teachers and staff. I am committed to continuing to foster leadership development and driving academic excellence.”

CISD officials also announced strategic reclassification within its administration that will be effective July 1. These new roles come as the district prepares to open new campuses each school year for the foreseeable future, the release stated.
Dave Wilson will serve as the director of safe and secure schools. He acts as the coordinator of administrative services. Starla Martin, who is the coordinator for student services, will serve as the director of student services.
