Bella Prosper, a $240 million planned mixed-use development, is set to help Prosper stand out amid rapid growth in North Texas, town officials said.
It will include boutique shopping, restaurants, office space, townhomes and a waterfront hotel, according to town documents.
The 61.7-acre development, which was approved by Prosper Town Council in June, is expected to bring in nearly $60 million in annual taxable sales, according to the developers.
“It’s not Legacy West, it’s not Legacy East,” Mayor David Bristol said. “It’s going to be unique to Prosper.”
At a glance
With only 86 townhomes and no multifamily component, Bella Prosper is focused on increasing economic activity while maintaining an environment that is “authentic” to Prosper, Bella Prosper developer Naseem Shaik said.
Bella Prosper plans to have a 50-50 split of national chains and local businesses, he said.
The development will incorporate one-story offices as well as office space above restaurant and retail spaces, according to site plans.
“There’s going to be people who are there that come to Bella Prosper for their job,” Bristol said. “They’re going to spend their tax dollars before they go home.”
Features of Bella Prosper include a 139-key hotel geared toward business travelers, a public parking deck and a park with a water feature.
“There is some space where people can go out and relax,” Shaik said.

The local impact
As of mid-2026, Prosper is made up of roughly 85% residential and 15% commercial development, said David Hoover, Prosper’s director of Development Services.
Bella Prosper will help diversify Prosper’s tax base by making the town less reliant on property taxes from homeowners, officials said.
“Every single piece of commercial development that I can bring in, I increase the tax base, and it alleviates some of the tax burden on the taxpayers,” Bristol said.
Bella Prosper is expected to create $59.8 million in annual taxable sales, according to a study from economic consulting firm Impact DataSource.
The development’s full-service hotel, one of the first in Prosper, is set to generate $7.6 million in annual lodging sales. With Prosper’s 7% hotel occupancy tax rate, that translates to an additional $532,000 of local tax revenue each year.
Developers estimate that Bella Prosper as a whole will generate $88.3 million in net benefits for the town over the next 25 years.

How we got here
Early plans for Bella Prosper included a multifamily component. Developers estimated an investment value of $650 million based on market rates for apartments, Shaik said. As the number of apartments went down, so did the investment value.
The apartments were removed after new development standards passed in February. Plans for a second hotel and an assisted living facility were also removed, leaving Bella Prosper’s projected investment at $240 million, per town documents.

“We’re getting a better development that fits what we would like to see as far as the town is concerned,” said Bristol.
“We were so invested into this town personally, emotionally,” said Shaik. “We didn’t want to drop the ball and give up.”
Looking ahead
Bella Prosper must build at least 60,950 square feet of retail space before starting on the townhomes, according to the developers’ agreement with the town.
Alongside the townhomes, developers will build an extension of Mahard Parkway that connects First Street with Legacy Drive.
The developers will be eligible for up to $6 million in reimbursements from the town for the roadway plus up to $3 million for building the public parking deck, per the agreement.
Construction on Phase 1 was originally expected to start in 2028. Now that developers have started working with town staff, they are optimistic about starting construction on the initial retail component ahead of schedule in late 2027, Shaik said.
“This is a great example of the town and a developer working together to achieve the outcome,” Bristol said.
