The Texas Education Agency released a preliminary set of accountability ratings Friday. This is the first time the TEA’s A-F rating system has been used. The system change comes as a result of House Bill 2804, which was passed by the 84th Texas Legislature in 2015.

“We understand and support the state’s placing significant weight on the achievement of economically disadvantaged students and those from all racial/ethical subgroups,” Plano ISD Superintendent Brian Binggeli said in a news release. “Programs and practices designed to close opportunity and achievement gaps while maintaining high levels of performance and rigor for all have emerged from a PISD strategic focus in this area.”

PISD officials said the district will be working with legislators to change aspects of the preliminary report, including postsecondary readiness. PISD officials also said grades in the domains were based on a bell-curve approach, meaning about 70 percent of schools and districts were given C-F grades irrespective of any performance levels.

The new rating system is based on 2015-16 data and is intended to be a trial run. The first official ratings under the A-F system will not be released until August 2018.

Here is how PISD performed in the preliminary round:

Domain I measures student achievement.

Domain II measures student progress, specifically how each student’s State of Texas Assessments of Academic Readiness score compares to the previous year.

Domain III measures closing achievement gaps. The number of economically disadvantaged students plays into this measurement.

Domain IV measures postsecondary readiness. At the high school level, this is based on the graduation rate and the percentage of students who graduate ready for college, career or the military.

According to the TEA, the new rating system measures year-over-year district and student performance beyond STAAR results. This system will officially be implemented in the 2017-18 academic year and released in August 2018, reflecting district and student performance in the 2016-17 academic year.
