At a July 6 regular work session, the Plano Planning and Zoning Commission denied 8-0 a request to rezone nine acres at N Avenue and SH 190 allowing for a multi-family residential development with modified development standards.

Commissioners and planning staff cited traffic and safety concerns as well as isolation factors for the development and its 1,200-foot setback from the President George Bush Turnpike’s frontage road. Commissioners stated such residential developments do not fall in line with the city’s comprehensive plan and its dedication of land use along major corridors for business and economic development purposes.

The commission also denied applicants Ron and Shawn Valk’s concept plan for Palisades Business Park in the same area, which included a specific use permit for a daycare center. The projects would have been a tremendous opportunity for the redevelopment of the area, a representative for the applicant said.

“I didn’t see any exceptions that this would qualify [as an appropriate land use]. If it was a mixed-use [development] it might qualify, but it’s not,” Commissioner M. Nathan Barbera said.

The commission approved the following consent items:

  • Final plat for a hotel on two acres in Granite Park at Parkwood Boulevard and SH 121.

  • Final plat for 300 multi-family residential units on five acres at Mapleshade Lane and Silverglen Drive.

  • Preliminary plats for 48 single-family residential units for Venetian Villas North, located at Park and Los Rios boulevards, and 50 single-family residential units for Venetian Villas South, located at Park Boulevard and Molly Lane.

  • Preliminary plat for the Village at Stonebriar for retail, general office and restaurants on 10 acres at Parkwood Boulevard and SH 121.


The commission also held public hearings for and approved the following items:

  • Request to amend planned development for 137 acres at Legacy West, SH 121 and the Dallas North Tollway for a condo tower and an apartment tower.

  • Preliminary plat for Legacy West addition for retail, general office and mid-rise residential on 45 acres at Headquarters Drive and the Dallas North Tollway.

  • Preliminary re-plat for Icon at Legacy West, consisting of 126 single-family detached residential units and 12 common area lots on 12 acres at Communications Parkway and Headquarters Drive.

  • Preliminary site plan for Bridgemoor Plano independent living facility on 31 acres located on the east and west sides of Park Vista Road south of 14th Street.
