The city of Plano Jan. 26 announced the upcoming retirement of Deputy City Manager Frank Turner, effective Feb. 29 after 32 years with the city. Engineering Director Jack Carr will assume Turner's role upon his retirement while Caleb Thornhill, community investment program manager for the engineering department, will take over Carr's position as the city's engineering director. 

“In his three decades with the city of Plano, Frank Turner made a tremendous impact on our community,” City Manager Bruce Glasscock said in a news release. “Frank played a vital role in creating the quality of life our citizens enjoy every day. We celebrate his long legacy of excellent service and outstanding achievements in the planning and development of Plano.”

Turner's tenure with the city includes playing an instrumental role in the redevelopment of downtown Plano and coordinating downtown projects based on transit-oriented and new urbanism design principles, according to the news release.

Turner came to Plano in 1984 after serving as planning director for the Knoxville Knox County Metropolitan Planning Commission in Tennessee. As Plano's deputy city manager, Turner also oversaw Plano's other development-related functions including planning, building inspections, engineering, public works, transportation, community development, sustainability and property standards. He also has extensive experience representing the city on state legislative affairs.

Turner recently received an Arts Leadership Award from the ArtCentre of Plano for his involvement in helping shape Historic Downtown Plano as the city's official arts district. Frank is a Fellow of American Institute of Certified Planners, an honorary member of the Dallas chapter of the American Institute of Architects and an Eagle Scout. He held numerous leadership positions with professional organizations including the American Planning Association, Urban Land Institute, Texas Municipal League and the Greater Dallas Planning Council.
