Plans for new townhomes at the corner of Spring Creek Parkway and Windhaven Parkway are moving forward.

At their Jan. 5 meeting, Plano Planning and Zoning commissioners approved a preliminary plat for 187 single-family residential townhomes and five common area lots. Commissioners had previously approved a preliminary site plan in June.

The townhomes are part of the broader Haggard Farms mixed-use development, which is being developed by Stillwalter Capital.

Construction on the first phase of the $750 million project began in mid-December, according to a city news release.


The first phase of Haggard Farm is planned to feature 100,000 square feet of retail space, 350 residential units, over 100 townhomes, hike-and-bike trails and a park.

Stillwater Capital initially broke ground on the site in 2023, according to the release.

The approval included a variance allowing additional units per block because of the property site’s narrow shape and surrounding roadways. Senior Planner Molly Coryell said Plano Fire-Rescue approved the condensed plat.


According to city documents, a new public street connection to Pinehaven Drive is also planned to access the development.

Some context

At their June 17 meeting, commissioners approved a revised plan for an assisted living facility that was altered to allocate more land for future single-family residential developments, updating the previous 2023 concept plan.

The updated plan expanded the adjacent townhome development from 13 acres to 18.8 acres by removing the administrative office buildings in the original plan, according to city documents.


Assistant Planning Director Michael Bell said the property’s shape was partially determined by the adjacent household care facility, which is a mix of independent living and assisted living.

Construction of the first phase is expected to last about two years, according to the release.
