Plano residents can expect to see upcoming exterior upgrades and design improvements to the Parker Plaza West retail center located off Custer Road.

At its June 23 meeting, Plano City Council unanimously approved an economic development incentive agreement to support facade enhancements for the retail center and its businesses.

The agreement allocates $300,000 in grant funding toward the property rehabilitation. The property owners are planning $4 million of improvements in total, according to city documents.

The retail spaces at 2129 and 2109 W. Parker Road, which are leased out and managed by Harkinson Dewan Commercial, will be the focus of the upgrades.


Parker Plaza West was originally developed in 1974 and has not undergone widespread infrastructure or building improvements since opening, according to city documents.

According to city documents, the agreement includes:
  • $295,000 retail revitalization grant to support facade improvements, including upgrades to parking lots, building exteriors and lighting as well as ensuring ADA-compliance
  • $5,000 fee reimbursement grant to offset city-related permitting, building, engineering and planning fees
Some context

Plano launched its new retail revitalization grant program in February 2024 to support exterior upgrades and reinvestment in established retail properties across the city.

According to city documents, the program has also provided funding for other sites, including:
  • $98,000 grant for a shopping center at the northwest corner of Jupiter Road and 14th Street
  • $25,000 grant for a retail center at the northeast corner of Park Boulevard and K Avenue
