Corporate office leases surge in Plano in 2025

More than 10 companies leased space for corporate offices or headquarters in the first quarter of 2025. Notable leases include Sally Business Holdings leasing their headquarters in a 140,000-square-foot space in the Liberty Mutual campus, along with Anderson Merchandisers relocating its headquarters to the Apex at Legacy. Plano Director of Economic Development Doug McDonald cited employees returning to in-person office work as a reason why the market picked up. The last two quarters also saw no new office construction in Plano, likely sparking interest in existing space, McDonald added.

Plano’s Planning and Zoning Commission unanimously voted to approve a preliminary site plan to build a mid-rise apartment building at JCPenny’s old headquarters on Headquarters Drive in an April 7 meeting. The apartment building is part of the Park at Legacy, a proposed mixed-use property developed by Capital Commercial Investments that would revitalize the vacant site. Plano council approved Capital’s zoning request to develop the Park at Legacy in November. The new development would include 750 apartment units, four restaurants, four office towers and a hotel on the 107-acre site.

Plano ISD anticipates $27.5M shortfall in 2025-26 school year budget

Plano ISD expects a $27.5 million shortfall for the upcoming 2025-26 school year amid a decline in enrollment and increasing property values, district officials said in an April 8 meeting. The district expects enrollment to drop by 877 students, nearly 2%, which will lower the district’s revenue, Chief Financial Officer Courtney Reeves said during the meeting. Fewer students in the district means less funding from the state, as the state provides funding to districts based on enrollment. The increased property values also mean the district will pay $6.65 million more in recapture payments, a funding system designed to balance the needs of school districts across the state.
