Plano has a new head for its Public Works Department with Abby Owens set to step into the role, according to a news release.

Owens has been the assistant director of water and wastewater in the Public Works Department since March 2023, per the news release. She has also served in various roles within the Public Works Department and other city departments.

“It’s very exciting to be selected as the Director, especially during Public Works Week,” Owens said in an email. “I love the work we do and look forward to continuing to lead our team.”

Owens will oversee the department, which manages street projects, water and wastewater infrastructure, and trash and recycling services.


City Manager Mark Israelson highlighted Owens’ experience across multiple city departments and a strong relationship with the North Texas Municipal Water District among reasons she is a good fit for the role.

“Additionally, her positive attitude, drive to succeed, desire to lead an industry leading team and commitment to customer service will ensure the Plano Public Works Department continues its strong tradition of meeting the needs of the Plano community,” Israelson said in an email.
