Collin County has released early voting totals showing Mihaela E. Plesa is in the lead for state Rep. District 70 with 32,446 votes, or 51.70%.

What you need to know

Democrat Mihaela E. Plesa is running against Republican Steve Kinard. Kinard has 30,311 of the early votes, or 48.30%.

Plesa, who is the incumbent, has worked as a legislative director and communications director for the Texas House of Representatives. Her campaign has touched on issues including expanding women’s rights, reducing recapture payments by public schools and improving access to health care.


Kinard won the Republican primary in March with 6,659 votes, about 68.11% of the total. Through his work at the Texas Blockchain Council, he has advocated at the Texas Legislature and worked with grid regulators and operators to support energy security and reliability for all Texans through the growth of flexible and price sensitive commercial and industrial users of energy.

What else

Collin County election officials reported more than 266,000 residents cast their ballots in-person or through the mail for the 2024 election. Of the 266,863 ballots received, 9,687 were ballots returned by mail between Sept. 25-Oct. 27, according to Collin County election data.
