McKinney leaders approved multiple project-related contracts totaling over $6 million at an Aug. 19 City Council meeting.

The approved contracts will facilitate various projects including the renovation of the McKinney Performing Arts Center. The contracts were approved unanimously as part of the meeting's consent agenda by McKinney City Council members, with council member Geré Feltus absent from the meeting.

The specifics

A contract was awarded to Fort Worth-based Byrne Construction Services for construction manager at risk preconstruction services for the planned $5 million renovation project at the McKinney Performing Arts Center. The contract totals $15,000, with an additional $5,000 for contingency costs, city documents state.

The renovation project includes various interior upgrades such as replacing and updating equipment, flooring and acoustical panels as well as improvements to dressing rooms, restrooms and other areas within the building that have seen damage, city documents state. Exterior renovations planned include replacing handrails, cleaning exterior masonry, and repairing concrete and other building elements.


The project proposal submitted by Byrne Construction Services representatives includes a timeline with projected construction start in early 2026 and project completion expected by the end of that same year.

Other contracts approved by the council include a roughly $1 million contract with Garver LLC for engineering design services for the relocation of underground utilities ahead of the Spur 399 project. The agreement includes a not-to-exceed cost of roughly $1.25 million.

The Spur 399 project will expand the existing Spur 399 from US 75 and extend nearly to Harry McKillop Boulevard. The project will also extend the roadway and connect it to US 380 by routing the lanes to the south and east of McKinney National Airport. A groundbreaking event for the Texas Department of Transportation-led project was held in June, and the project is expected to be completed in 2029.

A contract was also awarded to Aqua Bore LLC for as-needed boring services related to the installation of underground utilities, city documents state.

Other items approved by council members at the meeting include:
  • A resolution to execute a nonbinding term sheet related to the creation of a Municipal Utility District on about 588 acres of land that is located north of FM 1461 and CR 166
  • A resolution to amend and extend the city’s agreement with Rich Leidl P.C. for federal legislative consulting services
  • A resolution to authorize an interlocal agreement with the cities of Richardson and Plano for McKinney police recruits to participate in the Basic Police Officer Training Academy held at the Plano-Richardson Police Training Center
  • A resolution to authorize an interlocal agreement with the North Central Texas Emergency Communications District to operate and maintain systems used for emergency services
  • Two resolutions to participate in lawsuit settlements against opioid manufacturers and distributors
