Coppell city officials have restored several online services as they continue to work through a system outage spurred by a cyberattack in October.

Online utility payments and billing portals and online library services are now functional, according to a Nov. 14 news release.

The Cozby Library & Community Commons re-opened Nov. 15 and will resume standard operation hours, per the release.

The following library in-person and online services are now available:
  • Materials check out and check in
  • Renewals
  • Self checkout
  • Cloud library
  • Library catalog
  • New membership service
  • TexShare services
  • Scanning and faxing
  • Interlibrary loan services
  • Copy machine functionality
According to the release, some library users have received automated overdue email notices within the last week for items that were returned during the network outage. Residents can disregard any notices about overdue materials through Nov 18. Residents that notice any discrepancies after this date can contact the library for assistance.


While the majority have been restored, the library Wi-Fi, internet and printing services are still unavailable. New room requests will be available Nov. 18, according to the release.

The city's utility billing system is back online as well as the payment kiosk and citizen self-service online portal. Staff are working diligently to post all payments and process any outstanding account requests.

Due to the outage, billing cycles were extended, no late fees will be assessed, and no disconnections of service will occur during the month of November, according to the release.


The due date for this month’s payment was extended to Nov. 30. The city will resume normal billing date and payment due date schedule in December and bills mailed by Dec. 4 will be due Dec. 20.

An external party temporarily gained access to the city’s servers Oct. 23, per previous Community Impact reporting.

Automated security systems responded immediately, containing and mitigating the impact and as a precautionary measure, access to the servers was shut down, limiting some systems and digital services.


City officials are cooperating with the appropriate state and federal law enforcement agencies, and efforts are underway to restore internal systems and notify impacted parties.

The city believes the data stored on one particular server may have included partial, and potentially outdated, individual and vendor information.

Identifying the specific nature of this data remains the top priority of the city's ongoing investigation, the news release states. As officials work to restore the city network from backups, they will continue to learn more about the incident, its root cause and who specifically may have been impacted, according to the release.


Officials are also assessing security enhancement options to help further protect and shield against future threats.
