For the second year in a row, Southlake will not have to hold an election for open city council positions.

The filing period for city elections closed at 5 p.m. on Feb. 14 and all three council spots had a candidate running unopposed.

Current situation

There were three open positions for 2025—Place 3, Place 4 and Place 5—and only one candidate filed per spot.

Incumbent Frances Scharli is seeking re-election in Place 3. She joined council on May 7, 2024, taking the spot vacated by current Mayor Shawn McCaskill.


Scharli has been involved in various boards and committees in Southlake since 2006, according to the city website.

Austin Reynolds filed for Place 4 and Chuck Taggart filed to serve in Place 5.

Reynolds has been on various committees or boards in Southlake since 2019. He’s been on the planning and zoning commission since 2021, according to the city website.


Place 4 has been occupied by Ronnell Smith since 2019.

Taggart will fill the vacant spot on council left by former Council Member Amy Torres-Lepp, who resigned during the Jan. 21 council meeting. She was elected to council in 2021 and announced she would not seek another term before her resignation.

Taggart said he’s a retired civil engineer who wants to preserve the low-density tradition in Southlake, according to his social media page.
