Here is a look back at a handful of the biggest stories from Carroll ISD:
1. Carroll ISD approves Jeremy Glenn as new superintendent
Carroll ISD board of trustees unanimously approved hiring Jeremy Glenn as the district’s new superintendent Aug. 26. Glenn’s most recent position was as superintendent of Granbury ISD.
“You have stolen a fantastic community leader,” said Granbury City Manager Chris Coffman, who spoke about Glenn during the public comments portion of the meeting. “He’s got integrity that is unquestionable, and he lives above reproach. This man is high quality, top shelf, first class, and we hate to see you go.”
2. Carroll ISD denounces Office of Civil Rights for 'retaliation' in re-opening investigation
During a regular meeting of the Carroll ISD board Oct. 21, a resolution denouncing the Office of Civil Right’s actions to reopen a previously closed investigation was passed, 5-0.
Reading from the resolution, Board President Cameron Bryan said the OCR’s resolution was “retaliation” and further described it as “costly, unlawful and unexplained.” Bryan added the district has fully cooperated with the OCR’s investigation over the last three years, which included:
- Providing thousands of pages of evidence demonstrating the district’s compliance with civil rights laws
- Committing thousands of staff hours to the investigation
- Spending more than $320,000 in community tax dollars on the investigation
Carroll ISD board members unanimously approved to add an annual balanced budget requirement to the district’s set of policies during their regular meeting Dec. 16.
David Johnson, assistant superintendent for financial services for CISD, said that while he isn’t aware of any other districts in the state that have adopted an annual balanced budget policy, it makes sense to do so.
Future deficit spending would either need to be absorbed by fund balances or by asking CISD voters for a voter approved tax ratification election, or VATRE, much like neighboring Grapevine-Colleyville ISD did during the Nov. 5 election.
4. Carroll ISD makes changes to student cell phone policy
During a special board meeting Aug. 5, Carroll ISD board members voted unanimously to make changes to the student code of conduct regarding the district’s cell phone policy.
Board President Cameron Bryan pointed out that cell phone policy changes had been in the news with several neighboring districts also making changes to their policies for the 2024-25 school year.
“We have passed a restrictive cell phone policy in this district,” Bryan said. “This board is 1,000% behind any teacher enforcing this cell phone policy.”
5. Carroll ISD announces university partnerships
Carroll ISD announced new partnerships with Howard Payne University and Tarleton State University in a district news release Dec. 19.
These agreements guarantee automatic admission and financial scholarships for CISD seniors who graduate with a 3.5 GPA or higher.
