The context
The approval for Stand Rock Resort and Water Park was originally granted in 2016 by Grapevine City Council. In 2018, attraction overlays were first granted for the resort prior to its expiration.
The business, located in Wisconsin Dells, Wisconsin, got another extension in 2023 and had one year to start construction or ask for another extension.
Grapevine Director of Economic Development Garin Giacomarro said the zoning permit expired Oct. 18.
“We gave them every chance to make work ... it didn't work out,” Giacomarro said.
What’s happening?
Stand Rock Hospitality had planned to construct a hotel, water park and on-site gaming machines at 3509 N. Grapevine Mills Blvd. along SH 121 near Kubota Drive.
Giacomarro said the resort would have gone on 33 acres owned by the city near Grapevine Mills.
With no construction underway on the proposed hotel and water park in Grapevine, City Council approved a request to extend a zoning decision approved during an Oct. 17, 2023, meeting.
Stand Rock Partners representative Stuart Zadra wrote to the city requesting an extension with the intent of requesting building permits in 2024, according to city documents.
The background
In the initial plan that was presented during the Aug. 2, 2016, City Council meeting, Stand Rock proposed a 1,020-room resort that would have included 190,000-square-feet of entertainment space, including indoor and outdoor water parks, an arcade, mini-golf, laser tag, rock climbing, a spa and multiple dining outlets and meeting spaces.
Phase 2 would have included 400 additional rooms and 200 condominium units. The project was expected to cost approximately $330 million, according to previous reporting.
In 2018, when the first overlays were granted, Zadra said the plans were to open the hotel in 2021 and timeshares in 2022.

“I’m working on a project there that's not public yet, but if it comes to fruition, it'll be a pretty different,” Giacomorro said.
