Grapevine’s Parks and Recreation Department is planning to begin phase two of development on its 23-acre Settlers Park to increase accessibility, add paved paths, a kayak launch and finish the fishing pier.
The context
Council approved the $3.3 million phase one construction plan in 2023 and it was completed in 2025.
The $3.4 million phase 2 plan was approved during council’s Sept. 1 meeting and will take 10 months to a year to complete, Parks and Recreation Director Trent Kelley said.
The first phase of the park included core park infrastructure for the park's opening like a boardwalk, pavilion, soft surface trail, gravel parking and restrooms.
Phase two will complete more of the vision for the park by connecting it to the city-wide trail system, adding paved parking, a large group pavilion, a primitive camping area, signage and making the park more accessible for ADA compliance, according to city documents.
Completion of phase two will also lead to more public advertisement of the park.
“Even though we did open the property after phase one, we didn’t put a big push into advertising that property,” Kelley said. “The reasoning being is some of the accessible components are part of phase two so we’ll have a bigger push for the park once we complete phase two and all those accessible components are complete.”
The funding source
Phase two of the project will receive $1 million in grant funding from the Texas Parks and Wildlife Department, according to city documents. The city received a $500,000 grant for phase one, according to previous reporting.
The city will contribute $2.4 million for the project from its Tax Increment Financing Zone No. 1 fund. The TIF is funded by property tax and new development revenues for the purpose of supporting public infrastructure.
The timeline
The city must wait for approval from the Texas Parks and Wildlife Department before beginning construction on phase two. The council-approved construction project was submitted to ensure it meets the requirements for the $1 million in grant funding.
Kelley said they hope to hear back with approval in September or October.
