The North Texas Tollway Authority board of directors and four county judges received a presentation July 20 for the 2016 County Review.

The report provides recommendations to create better processes for the tolling agencies finances, organization, transparency and procurement. The recommendations include raising the ZipCash premium rate and creating a better call center experience for customers.

County judges from Collin, Denton, Tarrant and Dallas counties requested an update to the NTTA's 2011 review.

The 2016 review found that the average ZipCash rates—which are the rates for NTTA toll road drivers without a TollTag—yielded less money for NTTA than the current TollTag rates. Current ZipCash rates are 50 percent more than TollTag rates. The review suggested raising the premium ZipCash rate to 90 percent of the TollTag rate.

The review also found that the average time to answer a customer service call to NTTA's call center increased toward closing time at the call center when staffing levels are lowest. The review suggested hiring more staff to offset the call volume toward the end of the day.
