A subsidiary of Keurig Dr Pepper Inc. could soon receive a research-focused brewery permit from the city.

Frisco Planning and Zoning Commission members unanimously recommended City Council grant a special-use permit for a brewery and distillery during a Sept. 12 meeting.

The applicant is DPS Holdings Inc., a wholly owned subsidiary of Keurig Dr Pepper Inc. DPS Holdings leases office space in Frisco Station for a research and development laboratory, according to meeting documents.

“[DPS Holdings operates] the laboratory to create and test new beverage products,” Assistant Director of Planning Jonathan Hubbard said. “Some of the products they are seeking to evaluate and test include an alcohol component.”

The permit, which would only apply to the first and second floors of the Frisco Station building at the southwest corner of Gridiron Road and Cowboys Way, is required by state and local regulations due to the fact DPS Holdings will be mixing alcohol in the space, Hubbard said.


The impact

DPS Holdings’ laboratory is not open to the public and does not sell any goods, according to meeting documents. DPS Holdings representatives are also not proposing to manufacture any beer, wine or liquor on-site—just asking to bring in limited quantities of alcohol for testing.

No effect on traffic or parking in the area is expected, according to meeting documents. City staff also sent notices to nearby property owners before the Sept. 12 meeting but did not receive any input back.

If the DPS Holdings laboratory eventually moves out of the space, a new tenant would be able to operate a brewery or distillery if it met the same laboratory use, Hubbard said.


DPS Holdings or any new tenants would also not be able to begin selling alcoholic products out of the space without changing the specific-use permit.
