For a balloonist, the wind could be a best friend or worst enemy. Friday evening about 45 balloons will participate in the 36th Annual Plano Balloon Festival. With gusts of wind about 100 feet from the ground above 10 mph, balloon pilots and their crews didn't get their hot air balloons in the air, but, their spirits remain up-lifting.
