Hwy. 71 will get a new right turn lane to accommodate visitors to PromiseLand West Bible Church's Dream City complex.

During its Aug. 23 meeting, the Austin City Council moved forward with the project by approving three resolutions to:

  1. Authorize negotiations with PromiseLand West to fund the lane;
  2. amend the Austin Transportation Department's capital budget;
  3. and authorize negotiations with the Texas Department of Transportation to build the lane.

Because the project is in a state right of way, TxDOT must approve and construct the project.

According to agenda backup documents, the state cannot directly contract with private entities for construction in the state right of way, so the city will act as an intermediary.

PromiseLand West has provided $45,276 for the project—$43,120 for construction and $2,156 for indirect and administrative costs.

The city amended its budget to add the church's money to its ledgers. Upon receiving the money, the city will pass the money along to TxDOT to build the lane.

When completed, Dream City will have a multipurpose building with sanctuary and an outdoor amphitheater. Dream City is located at 8901 W. Hwy. 71 near Covered Bridge Drive.
