Fire protection scales up in Tomball

The city of Tomball and the ESD 15 area are growing fast, and Tomball Fire Rescue leaders said the department is planning ahead so emergency coverage doesn’t fall behind.

Call demand is climbing alongside new rooftops and commercial projects, Sykora said, with development pushing outward along major corridors such as Hwy. 249. He said the increase isn’t just about population—it’s also about the kinds of calls that come with denser housing and larger buildings.

“[Call volumes are] driven by residential density, multifamily housing, health care facilities, and large commercial occupancies,” Sykora said.

Tomball’s newest fire station—Firehouse 4 on Mahaffey Road—was built to relieve pressure as development spreads and traffic patterns change, Sykora said. The station opened in late 2023 after construction began in 2022, and he said it has already reduced travel time in its primary coverage area.

Even with that added capacity, Sykora said the department is watching where growth clusters next so future stations and resources are positioned before response gaps widen.

The department also started building a longer-term hiring strategy in 2023 to strengthen daily staffing levels over time—while keeping the budget sustainable, Sykora said.

He said the goal is to improve both safety and effectiveness as calls rise with residential and commercial expansion.

“This progressive staffing model strengthens firefighter safety, improves fireground operational effectiveness, and supports the growing service demands associated with Tomball’s residential and commercial expansion,” Sykora said.

Diving in deeper

Population growth across Tomball-area ZIP codes is accelerating—in 77375 and 77377, the population rose 29.7% and 8.3%, respectively, between 2019-2024, per the U.S. Census Bureau. As the footprint fills in, Sykora said staffing has become just as critical as where the next station lands. In fast-developing areas, adding a facility doesn’t automatically add capacity unless there are enough firefighters and officers to keep apparatuses staffed around the clock.

Sykora said they currently staff 14 firefighters per shift, providing 24/7 coverage across four frontline apparatuses operating on a three-shift deployment model. He also said each shift is overseen by a battalion chief who manages operational command, incident response oversight and daily field supervision.

Sykora said the department is also working to meet or outperform national career-department response benchmarks even as growth adds pressure to coverage. National Fire Protection Association guidance under NFPA 1710 sets a response time benchmark of five minutes and 33 seconds from dispatch to arrival, 90% of the time.

“Our department consistently works to meet or outperform NFPA 1710 benchmarks,” Sykora said. “Systemwide averages remain competitive with national standards, at five minutes and 41 seconds.”

He said Firehouse 4 has already improved performance in the area it serves.

“Firehouse 4 has already produced measurable performance improvements,” Sykora said. “Travel-time reductions of approximately two minutes have been realized in its primary response district.”

Sykora also linked facility investments to the community’s Insurance Services Office Public Protection Classification, or ISO, which can influence insurance costs.

“Maintaining strong ISO ratings is critical, as it directly influences commercial and residential insurance premiums,” Sykora said.

Breaking it down

The growth shows up in the call totals, and Sykora said it’s forcing Tomball Fire Rescue to plan ahead so units stay available as demand rises.

From the call-volume snapshot, the department logged 1,677 calls in 2020, which then jumped to 3,250 in 2025—a 93.8% increase.

“This trajectory reflects sustained year-over-year demand increases tied directly to regional growth,” Sykora said.

Sykora said that trend affects everything from where stations should be placed to how the department staffs apparatus so crews can handle overlapping incidents without pulling coverage from other parts of the service area.

He said leaders are using the data to guide future facility needs, apparatus planning and staffing growth as development continues.

“The department began implementing a phased staffing enhancement plan focused on transitioning toward four-person apparatus staffing,” Sykora said. “This initiative adds three firefighters annually, allowing the organization to scale staffing responsibly while maintaining fiscal sustainability.”

As run counts climb, Sykora said the department also has to think about unit availability across the day—how often trucks are already committed when the next call comes in. That, he said, is guiding how Tomball times future upgrades and allocates crews so coverage doesn’t thin during peak demand.

Tomball leaders are also trying to stay ahead of the price and timing of replacing major apparatus.

City officials accepted a $1 million federal grant check Feb. 17 tied to a new ladder truck. Officials said replacing fire trucks is a major expense for a city of Tomball's size.

“An upfront cost, capital cost of replacing a truck like this is huge for a town like us ... to receive assistance in this manner ... it makes our life much easier when we start planning and having to budget,” City Manager David Esquivel said.
